应该是违法的
站在公刑立场上讲，警察的行为肯定是违法的。英美法律、大陆及港台法律、日俄法律等，都认可精神病患者（发病期间肇事）不承担法律责任。所以，不会被执行死刑。对科内尔操作枪击死亡，肯定是违背公法的。但是，作为由警察个性导致的私刑，那就不在此限了。
从面相上看，科内尔是一个慈祥、善良、温俭的男性自然人 。你知道现在女保安利用执法身份扰乱社会的有多少。那些饲养烈性狗的保安，本来就应该由警察出面惩戒，警察除了拒动，还将惩戒者认作罪犯。
