       看到伊拉克战火蔓延，伊拉克人民处于战乱之中，难受，不得不又发表自己的看法。前两天在多家网站发了一篇给奥巴马政府如何搞定“伊斯兰国”武装的建议。发了后又后悔，作为一名自觉护人类和平的地球村公民，鄙人从来是倡导和平的，一向反对用战争手段打击对手解决问题，使用武力言论自觉不应当发——思前想后，良心过不去。“伊斯兰国”这批人能够成气候，肯定也有它获得人心、所向披靡的理由。同是生灵，为何厚此薄彼？因此断然将多家网站所发文章删除。

       文章删除后，陷入沉思。抛弃战争手段，武力打不行，美国等国光动嘴促成内部谈判，脚忙手乱派克里去伊拉克灭火也不行。伊拉克问题总得要解决啊。

      看看当前美国政府应对伊拉克事件的措施：

      4、美国既然已经确定了总体原则——不派地面部队攻击，那么，仅凭空中打击也解决不了根本问题，对方已经攻占了那么大一片区域，被反对派占领区的民众属逊尼派，对反对派有好感（不会逃离该地区），反对派混杂在民众中，全面空袭消灭不了多少有生力量，反而会因为大量误伤民众，激起被占领区民众的仇恨，激起的仇恨愈多，以后愈难解决问题，麻烦愈大。参与反对派的人将会愈来愈多，反对派将会更加壮大，必然打成宗教族群全面内战、胶着战、持久战，势必把伊拉克打成世界不愿看到的逊尼派、什叶派、库尔德人互相对立的实事分离国家——这正是“伊斯兰国”首领要制造的局面。

      由此可见：这样打下去结果是，伊拉克必然实事分裂成几个分而治之的国家。

      美国无论谁出面去伊拉克高调运作，事实上现在已经解决不了伊拉克问题，只能“病急乱投医”。美国当有自知之明：罪责无论怎样辩解，事实摆在那里脱不了干系——就是伊拉克战乱的始作俑者、罪魁祸首！

      解决伊拉克乱局办法：

      3、联合国维和部队入驻伊拉克后，首要任务不是把各方政治势力首脑召集起来和谈，进行权力从重分配、搞联合政府（美国克里伊拉克此行就是有这种想法，大错特错）。鄙人一直认为：一个国家民族对立，矛盾重重，战火纷飞，一定是决定国民内心、监控国民行为准则的道德文化、生存价值观出了问题，使这个民族深感未来迷茫、看不到希望、丧失了对国家的认同感而失去了理性。而以美国为首的西方多国不顾联合国反对，贸然发动伊拉克战争，虽然在伊拉克取得了军事胜利，但人心道义却严重失败，方有今日之祸乱，正是使这个民族失去理性的根源。最根本的问题就是：美英等国在伊拉克以不对称的武力打败、驱散了萨达姆的军队，绞死了一个有凝聚力、能够控制伊拉克安宁的萨达姆；却没有尽快在伊拉克重塑新的文化价值观，忽视了宗教信仰的能量，低估了伊斯兰信仰对伊拉克人的精神团聚影响力；没有用理性的伊斯兰教义重新定位新的伊拉克该向何处去；没有特别重视把伊拉克各派的宗教领袖聚集起来，首先通过他们化解干戈，让逊尼派宗教领袖们承认萨达姆倒台既成事实而向前看；更没有给予他们应有的尊重在权力分配上平等相待，致使他们怀恨在心，一有机会就鼓动宗教族群反抗。反而匆忙组建新政权，没有把治理乱局必须具备“威德、慈厚、善变”于一身的精明政治家作为首选，反而把能力平庸的代理人仓促推上高位；继小布什犯了大错之后，在善后工作上奥巴马也处置不当，本该像当年美国占领日本后，麦克阿瑟在日本成为事实上的统治者，逐步将西方的民主理念融入日本人的内心，使日本民族内心全盘西化，民心稳固、体制健全后再让其自治，却在伊拉克人心一片混乱时仓促撤军，把个伊拉克打烂、人心涣散后走人了事。致使伊拉克什叶派、逊尼派相互怀恨在心，整个国家人心混乱、教派冲突蔓延，给恐怖势力提供了可乘之机迅速壮大。因此，联合国维和部队进驻伊拉克后，不要急于拉郎配组建联合政府（这样做必然再次失败），而是应该首先把各派、各省德高望重的宗教首领召集起来（甚至干脆请到联合国去），互相倾诉讨论，究竟分歧在哪里，双方是不是确实已经不共戴天，非得要分离成几个国家各自求生存；如果不是这样，大家依然有共同生存在一个国家的愿望，那么就求同存异，互相谅解包容，达成共识，重新解释宗教信仰，共同遵守。
