写给美国第45任总统的公开信   
尊敬的美国第45任总统：
     您好！  
     2016年恰逢美国大选之年。前不久，美国民主党与共和党的两位总统竞选人在第一次公开辩论会中都不约而同地提到要以增加更多的就业机会来吸引更多选民的共同关注，可见就业和再就业问题仍然是包括美国在内的全球性的历史课题。稳定就业和稳定收入直接关联，只有健全稳定的就业环境，才能让更多的老百姓安居乐业。
    “中美社会分工”美国的企业提供产品的技术标准由中国的企业代工制造，中国与美国在全球产业分工中已经紧密关联。科技生产力的变革与全球经济一体化的世界分工的需要，中国2003年正式加入WTO以来，美国产业升级促成电子产品为主的制造业的外包模式流向中国而成为世界工厂。然而，第44任总统奥巴马任职期间曾多次强调要回流制造业来增加美国本土的就业机会，这似乎与全球经济一体化的世界分工背道而驰。制造业具有高能耗、高污染、低收益的三大特征，属于社会生产力分工的低端产业。制造业对有限能源的消耗较高，对环境的污染较高，商业利润却十分低廉（比如：中国制造为美国代工的手机、电脑等电子产品等）。
    那么，美国本土的就业问题应如何解决？经济基础决定上层建筑，生产力的发展推动全球经济一体化的社会变革，6小时工作制已经迫在眉睫。高福利、高品质的社会分工需要完善“缩短必要工作时间来倍增就业机会”。在维持已有工资收益不降低的前提下，将两班倒12小时工作制调整为四班倒6小时工作制。增加就业机会：一方面，缩短必要劳动时间降低劳动难度让劳动者劳逸结合；另一方面，劳动者有更多的业余时间参与社会活动、家庭活动以及其他商业休闲娱乐等等产业互动。迫切需要6小时工作制的职业如：警察、产业工人等等社会公共服务业。  
    产业分工的需要和全球经济一体化的需要，未来的全球经济，仍然是美国企业引领世界潮流，中国企业步步跟随。二战时期美国第32任（罗斯福）总统妥善的中美关系“温故而知新”，未来的中国与美国在全球经济一体化的发展中必将更加紧密关联而相辅相成，像是一家人那样取长补短，互为补充。
    虽然很多美籍华人都乐意支持川普成为美国第45任总统，本人客观地分析认为美国第42任总统的妻子（希拉里）更适合成为第45任总统，就像美国第一夫人“米歇尔”在前不久的一次演说中所提到的那样，为孩子的未来寻找一个合适的榜样，总统候选人的言行必须严谨！！！ 如同“希拉里”在前不久的一次竞选演说中所说，美国必须要维持中心位置才有可能保持世界秩序的良性发展，不能给心存不良者提供空位。
    值此美国大选之日即将来临，相信美国选民会投出自己心中爱慕的那一张选票，在此衷心地祝愿美国第45任总统为维护世界和平与发展而作出更多的榜样！此致：
